July 29, 1839 – Governor Robert Lucas issues a 3-page proclamation urging Iowa officials to maintain the rights of Iowa and the United States against the encroachments of Missouri on the southern boundary.
Governor Lucas believed that the Iowa Territorial laws must be upheld against any encroachment, and that any Missouri official that tried to enter the area north of The Sullivan Line (see map above), trying to tax Iowa residents, would be forced to leave and even arrested. By October, the two states were engaged in what history calls – The Honey War.
